PLEASE NOTE: For teens under the age of 18, we offer the Temporary Permit Instruction Test at all of our Milwaukee and area locations. To obtain an original (first) Class D instruction permit, you must fulfill all of the requirements below.
Be at least 15½ years old to get a temporary instruction permit and 16 years old to obtain a probationary Wisconsin driver's license.
Provide proof of U.S. citizenship, legal permanent resident status, conditional resident status, or temporary visitor status.
Provide proof of name and date of birth.
Provide proof of identity.
Provide proof of Wisconsin residency if you are 18 years of age or older.
Provide your Social Security Number (you can fulfill your proof of identity requirement by presenting your Social Security card).
If under 18, you must be enrolled in a certified driver education program. Your license application MV3001 must be signed by the instructor, and your first behind‑the‑wheel lesson must occur within 60 days of your permit. To renew your permit, you must show proof you completed your driver education program.
If under 18, you must have the signature of a parent, step‑parent, or other adult sponsor, or file proof of insurance under certain conditions.
If under 18, you must be enrolled in a school program or high school equivalency program, have graduated, or been granted a private education program, and not be a habitual truant.
Pass the appropriate knowledge tests, sign and vision tests.
Complete an application for a license (form MV3001).
All applicants must pass written and road tests.
Pay the appropriate driver licensing fees.
Some Wisconsin teens may qualify for the Wisconsin Driver Education Grant Program, which can cover 30 hours of classroom, 6 hours of behind‑the‑wheel, and 6 hours of observation at Arcade Drivers School when funding is available.
The grant is for eligible 14½–19 year olds whose families meet income guidelines and requires approval from the Wisconsin DOT before enrolling in any program. Learn more on our Wisconsin Driver Education Grant page .
